Gregory H. Fulfer, New Mexico State Senator

Gregory H. (Gregg) Fulfer is a lifelong New Mexican, his family homesteaded in Lea County in 1913. Gregg has lived his entire life in Jal, New Mexico, attending Jal Elementary and graduating from Jal High School. He attended the New Mexico Junior College for one year before moving on to New Mexico State University where he graduated with a Bachelor’s Degree of Science in Computer and Electrical Engineering Technology in 1984 and was recognized in2015 with the honor of NMSU Distinguished Alumni of Engineering.

Returning home after graduating, Fulfer went on to help his father start an electrical contracting business while also working on his father’s ranch. During this time, Fulfer started a small oil and gas business and for the past 30 years has been the owner/operator of Fulfer Oil & Cattle Company, LLC, and owns and operates Delaware Water, LLC Company, a produced water recycling company.

Governor Susana Martinez appointed Fulfer to the New Mexico State Senate in Dec. 2018 and Fulfer currently serves District 41. Fulfer is a past member of the Lea County Board of County Commissioners and represented County Commission District 5.

Fulfer has been active in efforts to diversify the economic base in southeastern New Mexico, particularly with respect to attracting new businesses that will create and retain high-tech employment opportunities for NMSU’s graduating engineering students. Governor Susanna Martinez appointed Gregg to serve on the New Mexico Economic Development Commission and on the New Mexico Environmental Improvement Board. He is a founding member of a national organization, America’s Counties for Energy Independence.
